The main source is the Holy Book Quran which was descended from the Allah Almighty Himself on Prophet Muhammad (PBUH). The angel Gabriel was responsible to reveal each and every verse to the Prophet, and it took about 23 years for its complete revelation.

The social laws provide ease to the masses and increase unity among them. The women are given their due rights in pursuing education and freedom of thought.

The non-Muslims are encouraged to follow their religions without any fears. Their religious and scared places come under the protection of the Muslim state. Democracy is encouraged, as the people are given rights to choose the representatives of their own choice to govern the matters of the state.

He was a pious caliph who was quoted saying “If a dog dies hungry on the banks of the River Euphrates, Umar will be responsible for dereliction of duty”. This quotation is enough to describe the level of duty expected from a Muslim ruler. The administrator is responsible to look after the need of the civilians by providing an excellent leadership. He must be acquainted with the principles of equality and should care for the rights of non-Muslim dwellers as well.
